Education on Lockdown: The Schoolhouse to Jailhouse Track

Chicago's schoolhouse-to-jailhouse track is fueled by the school district's aggressive stance towards student misbehavior, even the most minor incidents.   For example, in 2003 over 8,000 students were arrested in CPS.   An analysis of these arrests demonstrates that a majority of them did not involve serious crimes. More than 40% of arrests were for simple assault--more than three times the number of any other category of offenses.   A simple assault involves no injuries and no weapons and is often nothing more than a threat.   The second largest category was for disorderly conduct.   A mere 15% of the arrests were for weapon and drug offenses.
